Medicare Appeals System (MAS) Project

Healthcare Integrated General Ledger System (HIGLAS) Project via subcontract with IBM under contract with Center for Medicare and Medicaid Services. The goal of the HIGLAS system is to replace all the existing systems that perform CMS accounting functions with one integrated accounting system. The HIGLAS system integrates accounting and financial management data throughout CMS Central and Regional Offices and the Medicare contractor’s environment. This system performs all accounting functions for both Medicare Benefit payments and CMS administrative expense activities. The HIGLAS system replaces the financial modules for each of the three standard Medicare systems: Fiscal Intermediary Standard System (FISS), VIPS Medicare Claims system (VMS) and Multi-Carrier System (MCS) and the numerous CMS financial administrative system.

NCCG Medicare subject matter experts role included research and documenting related federal regulations as well as CMS policy that impacted the new HIGLAS environment, lead the team work activities, provide guidance and scheduling related to the HIGLAS project efforts including identify and escalate issues and risks as encountered on project, assist in scoping and defining requirements for the HIGLAS system and the related interfaces. In addition NCCG’s Medicare Subject Matter Experts (SME) supplied input to the HIGLAS As-Is and To-Be documentation in the Business Process Re-engineering (BPR) process, provide input to the Gap Closure Alternative decisions and assist in functional design development for new reports, extensions, interfaces, transitions and conversions.
